Understanding Environmental Impact Assessments

Planning Aid Wales hosted a successful training event on Thursday 23rd October at the AECOM offices in Cardiff. Over 30 planners attendended the event.

Catherine Anderson, EIA Associate Director at AECOM, explained the Environmental Impact Assessment process with useful information and tips and provided an update on current issues in the sector.

Planning Aid Wales volunteer Clare Taylor (of MWH Global) then gave an insight into her 20 years’ practical experience of delivering EIAs, with a focus on implications for communities.

Exploring Community Planning

Helping communities engage with Plan-making: video now available

Planning Aid Wales has recently worked with its volunteers and directors to put together a video to help people understand the examination process of a Local Development Plan. 

 

The video presents a mock scenario of a Local Development Plan examination.  It will help you to gain an understanding of what to expect at an examination and provides examples of common mistakes for you to avoid.

Planning Aid Wales has received the following message from Cath Ranson, President of the Royal Town Planning Institute:

Congratulations to Planning Aid Wales on another successful year, if in challenging times.

I’m extremely impressed by the work that Planning Aid Wales does, both as officers and volunteers and I’m proud of the long standing association between RTPI members and Planning Aid in delivering services to the community.

The voluntary effort put in, in many cases over many years, is impressive and makes a real difference, out where it counts, in the community.

It’s great that Planning Aid Wales is informing Planners and those active in the community about Place making.

Annual General Meeting

Planning Aid Wales is pleased to invite you to its 2014 Annual General Meeting. The event will include a report of activities undertaken and progress made over the last year, and will be an opportunity to learn more about our work to help communities engage with planning.

Following the AGM there will be a workshop session exploring the potential of ‘Place Plans’ and other emerging opportunities associated with the forthcoming Planning (Wales) Bill. Presentations will be delivered by guest speakers Amanda Spence of Design Commission for Wales and Mike Cuddy of Penarth Town Council.

The event will be held on Monday, 7th July from 5.p.m. to 6.p.m. at the Chapter Arts Centre, Cardiff.

Planning reforms consultation

The Welsh Government has launched a consultation on planning reforms for Wales. These reforms will lead to the first Planning Act for Wales.

There are two components to the consultation – a draft planning bill and a consultation document called ‘Positive Planning: Proposals to reform the planning system in Wales’

The documents seek to modernise the planning system and will lead to in changes to legislation, policy and guidance in Wales.

Comments must be submitted to the Welsh Government by 26 February 2014Mae Llywodraeth Cymru wedi lansio ymgynghoriad ar ddiwygiadau i gynllunio yng Nghymru. Bydd y diwygiadau hyn yn arwain at y Ddeddf Gynllunio gyntaf i Gymru.

Mae dwy gydran i’r ymgynghoriad – bil cynllunio drafft a phapur ymgynghori dan yr enw ‘Cynllunio Cadarnhaol: Cynigion i ddiwygio’r system gynllunio yng Nghymru’.

Amcan y dogfennau yw moderneiddio’r system gynllunio i arwain at newidiadau i ddeddfwriaeth, polisi a chanllawiau yng Nghymru.

Mae’r ddwy ddogfen ar gael isod ac mae mwy o wybodaeth ar gael o wefan Llywodraeth Cymru (cliciwch yma).

South Wales Planning Aid video recovered

A video we made way back in 1983 has been recently recovered from our archives. Produced by volunteers, the video introduces the then South Wales planning aid service and shares some of the experiences of our customers.

RSPB highlight work of Planning Aid Wales

Planning Aid Wales’ work with Brecon Beacons National Park Authority has been cited by the RSPB as an example of excellent public participation in planning.

The RSPB’s recent publication Planning Naturally seeks to incorporate planning for biodiversity into all stages of the planning process. The report sets out twelve principles of good spatial planning which the RSPB sees as critical for an effective planning system. Planning Aid Wales’ work with Brecon Beacons National Park Authority is commended as a shining example of community engagement which goes above and beyond a ‘tick box’ process and is truly inclusive of civil society.

The case study emphasises Planning Aid Wales’ delivery of a programme of community training workshops which helped to bridge knowledge gaps between the local authority and local stakeholders. This work allowed community councils to participate in the early, strategy-setting stages of developing a Local Development Plan for the National Park area. The structured approach to engagement with community councils resulted in policies which are designed to protect locally distinctive natural and built environments, helping to address the RSPB’s aim of halting the loss of biodiversity.

Mae cyhoeddiad diweddar yr RSPB, Cynllunio’n Naturiol [Planning Naturally] yn ceisio ymgorffori cynllunio bio-amrywiaeth i mewn i holl gamau’r broses gynllunio. Yn yr adroddiad ceir deuddeg egwyddor cynllunio gofodol da, mae’r RSPB yn eu hystyried yn hanfodol ar gyfer system gynllunio effeithiol. Cymeradwyir gwaith Cymorth Cynllunio Cymru gydag Awdurdod Parc Cenedlaethol Bannau Brycheiniog fel enghraifft ddisglair o ymgysylltiad y gymuned sy’n mynd ymhellach na ‘thicio blychau’ ac sy’n wir gynhwysol o gymdeithas sifil.

Mae’r astudiaeth achos yn pwysleisio bod traddodi rhaglen o weithdai hyfforddiant cymunedol gan Gymorth Cynllunio Cymru wedi helpu pontio gofodau gwybodaeth rhwng yr awdurdod lleol a rhanddalwyr lleol. Galluogodd y gwaith hwn i gynghorau cymunedol gymryd rhan yng nghamau cynnar gosod strategaeth i ddatblygu Cynllun Datblygu Lleol i ardal y Parc Cenedlaethol. Roedd y dull strwythuredig o ymgysylltu â chynghorau cymunedol wedi cynhyrchu polisïau a ddyluniwyd i warchod amgylcheddau naturiol ac adeiledig unigryw, a helpu i ddelio ag amcan yr RSPB o atal colli bio-amrywiaeth.
