Second Homes and Short Term Holiday Lets – Planning Issues in Wales

It is estimated that there is, at least, over 24,000 second homes in Wales. The issue of second homes and short term holiday lets has become a contentious issue in many Welsh communities. Concerns have been raised with regard to their impact upon house prices, provision of housing for local people, economic impacts and also the effect on the Welsh Language.

Whilst Councils have discretionary powers to charge a council tax premium on long-term empty properties and second homes. There has been growing opinion that more needs to be done. In fact, the Welsh Government have recently published two consultations which look to address this matter. One on changes to planning legislation and policy for second homes and short-term holiday lets and the second being in relation to a Welsh Language Communities Housing Plan.

The webinar will provide an overview of the issues relating to second homes and short term lets and their impact upon local communities. The event will consider how local communities have sought to consider and address this issue. The speakers will will provide an insight into the issue from a number of different perspectives. Finally, the current Welsh Government consultations will be explained. The intention is that the event and discussions will assist delegates in preparing any response to these consultations.

We are fortunate to welcome a range of knowledgeable speakers from local authorities and national organisations who have significant experience and understanding of these issues and how they may be addressed across the whole of Wales.
